How to register a property in Telangana, what stamp duty and registration fee you pay, which documents you need, and the one check to do before you sign.

How-To Guide · Telangana Property

To register a property in Telangana, you book a slot on the IGRS Telangana portal (or Dharani for agricultural land), pay stamp duty and the registration fee, and then appear with the other party and two witnesses before the Sub-Registrar to get your registered deed. For a sale deed in an urban area, the usual charges add up to about 6 percent of the higher of the sale price or the government market value. Before you pay anything, also check the title, the encumbrance and any court cases on the property and the seller. Last verified: October 2026.

The short answer
  • Where to register: IGRS Telangana for most property, Dharani for agricultural land.
  • Urban sale deed charges: about 6 percent (4 percent stamp duty, 1.5 percent transfer duty, 0.5 percent registration fee). Confirm on the official portal.
  • Duty is on: the higher of the sale price and the government market value.
  • Before you pay: check title, encumbrance and court cases on the property and the parties.

01Why buyers get stuck on Telangana registration

Most buyers know they must register the property. What confuses them is the order of things, the number of charges, and which portal to use.

Two portals, two kinds of property

The Telangana Stamps and Registration Department runs IGRS Telangana, the main portal for registering documents and paying duties. Agricultural land is handled through Dharani, the land records portal, where the sale slot is booked for the Tahsildar or Joint Sub-Registrar office. Non-agricultural property such as flats, houses and plots goes through IGRS and the Sub-Registrar office.

The price on the deed is not always the price you pay duty on

Duty is charged on the higher of the sale consideration and the government market value. Many buyers are surprised when the market value is higher than the price they agreed.

Registration does not clean a bad title

This is the costly mistake. A registered deed proves a transaction took place. It does not prove the seller had a clear right to sell. A property under a court case, a loan, or a family dispute can still be registered, and the problem then becomes yours.

02Stamp duty vs registration fee: what is the difference?

These are two separate payments to the state, and people often mix them up.

  • Stamp duty: a tax on the document itself. It makes the deed legally valid as evidence. Without proper stamp duty, a deed can be refused as evidence in court until the shortfall and penalty are paid. In Telangana, a transfer duty is charged along with stamp duty in urban areas.
  • Registration fee: a fee for recording the deed in the government register. It is what gives the deed its public record and priority.

Market value, ready reckoner and circle rate

The government fixes a minimum market value for land and built-up area in each locality. In many states this is called the ready reckoner or circle rate. In Telangana it is called the Market Value Guidelines, and it is revised from time to time. Duty is worked out on the higher of this value and the price in your agreement. You can check the value for your area on the IGRS portal or at the Sub-Registrar office.

03Telangana stamp duty and registration charges (2026)

For a sale deed, the commonly published rates are below. Always confirm on the official portal before you pay, because governments change these rates.

ItemUrban (municipal areas, including Hyderabad)Rural (gram panchayat)
Stamp duty4 percentAbout 5.5 percent
Transfer duty1.5 percentNot charged separately
Registration fee0.5 percentAbout 2 percent
Total, approx.About 6 percentAbout 7.5 percent

Example: for a flat with a market value of Rs 50 lakh in an urban area, the duties would be about Rs 3 lakh at 6 percent. This is a rough guide, not a quote.

Some states give a duty concession to women buyers. Do not assume one applies in Telangana. Check the current notification on the official portal or ask the Sub-Registrar.

04Documents you need for registration

Keep these ready before you book a slot.

  • Draft sale deed, prepared by a lawyer or document writer.
  • Seller’s title documents: previous deeds, link documents and the latest ownership record.
  • Encumbrance certificate for the period you need.
  • PAN card and Aadhaar of the buyer and the seller. Form 60 if there is no PAN.
  • Recent passport photographs of the parties.
  • Details and ID proof of two witnesses.
  • Property tax receipt and a recent utility bill, for house and flat sales.
  • Approved layout or building plan, if applicable.
  • Power of attorney papers, if someone is signing for a party.

The Sub-Registrar may ask for more depending on the type of property. Read the checklist on the portal for your deed type.

05Step-by-step: how to register a property in Telangana

  1. Check the property first. Verify title, land record and encumbrance, and look for court cases (see the next section).
  2. Draft the sale deed. Have it reviewed by a lawyer. Fix the correct property description and the correct names.
  3. Find the market value. Check the value for your area so you know the duty you will pay.
  4. Create an account and fill in the details. On IGRS Telangana, sign in and enter the document and party details. For agricultural land, use Dharani.
  5. Pay stamp duty and registration fee online. Use the payment gateway on the portal and keep the challan.
  6. Book a slot. Choose the Sub-Registrar office and a date and time.
  7. Appear at the office. The buyer, the seller and two witnesses attend with original IDs. Photos and biometrics are taken.
  8. Verification and signing. The Sub-Registrar checks the deed, the identities and the payment, and the parties sign.
  9. Collect the registered deed. You get the document after registration, along with the receipt. Keep the originals safe.
  10. Update records. Apply for mutation and update the property tax and utility records in your name.

Screens and steps on the portal can change, so follow the on-screen instructions as the final word.

06Check the property before you register

Once you pay duty and register, the money is gone. Five checks cost little compared with a bad purchase.

  • Title chain: does ownership pass cleanly from the first owner to the seller?
  • Land record: does the official record match the seller’s papers? See Telangana land records online.
  • Encumbrance: are there loans, mortgages or earlier sales? See the encumbrance certificate guide.
  • Court cases on the property: is there a partition suit, specific performance suit, injunction or attachment?
  • Court cases against the parties: is the seller a party to a recovery case, an insolvency matter or a family dispute that touches this property?

The first three come from government records. The last two do not. A court case is not shown in an encumbrance certificate, so a clean certificate does not mean a clean property.

A registered deed shows a sale happened. It does not show the seller had the right to sell.

09Frequently asked questions

How do I register a property in Telangana?

Prepare the sale deed and documents, enter details and pay stamp duty and registration fee on IGRS Telangana (or Dharani for agricultural land), book a slot, and attend the Sub-Registrar office with the other party and two witnesses. You receive the registered deed after verification.

What is the stamp duty in Telangana for a sale deed?

In urban areas the commonly published rates are 4 percent stamp duty, 1.5 percent transfer duty and 0.5 percent registration fee, about 6 percent in all. Rural areas are higher, about 7.5 percent. Confirm the current rates on the official portal before paying.

What is the difference between IGRS Telangana and Dharani?

IGRS Telangana is the Stamps and Registration Department portal used for registering documents and paying duties. Dharani is the land records portal, used mainly for agricultural land and its records and sale slots.

On what value is stamp duty charged?

On the higher of the sale price in your deed and the government market value for that area. So paying a lower price on paper does not reduce your duty below the market value.

Does an encumbrance certificate show court cases?

No. It shows registered transactions such as sales and mortgages. A pending court case on the property or against the seller will not appear in it, so check litigation separately by name before you register.

Can I check property litigation on Claw for free?

Claw has a free plan for individual advocates. Teams and enterprises are on paid plans. You can create a free account and search the parties and the property by name before you register.
