How to download a birth or death certificate in Delhi online, what to do when the record is wrong, and what changes when a birth or death was never registered on time.

How-To · Delhi Civil Registration

To download a birth or death certificate in Delhi, search for the record on the online portal of the body that registered it, using the registration number or the name and date, then verify the details and download the digitally signed PDF. The parent, the family member or the person named can apply, and the fee for a copy is small. If the record is wrong, you need a correction application with an affidavit. If the birth or death was never registered, you may need an order from a magistrate, and if the authority refuses, it becomes a legal dispute. This guide covers all three paths. Last verified October 2026.

The short answer
  • Normal download: search on the MCD or NDMC portal by registration number, or by name and date, then download the signed PDF.
  • Wrong entry: apply to the registering authority with an affidavit and proof.
  • Never registered: after one year, registration needs a magistrate order under the 2026 amendment in force from 1 October 2026.
  • If refused: it becomes a legal dispute, and a free Claw account can track the matter and any order by party name.

01Which portal to use in Delhi

In Delhi, births and deaths are registered by the local body of the area where the event happened. That decides where your record sits. Searching on the wrong portal is the most common reason people say a certificate "does not exist".

  • Municipal Corporation of Delhi (MCD): covers most of Delhi. Its online services are at mcdonline.nic.in.
  • New Delhi Municipal Council (NDMC): covers the central New Delhi area. Its e-services are at eservices.ndmc.gov.in.
  • e-District Delhi: the state government services portal at edistrict.delhigovt.nic.in, which is used for several certificate services and some delayed-record routes.
  • National CRS portal: the central civil registration system at crsorgi.gov.in, which is the national platform for registration data.

Birth certificates issued by MCD can also be reached through DigiLocker, which saves a trip to the office.

Pick the right body first

Look at where the birth or death took place. A hospital in the NDMC area files with NDMC, not MCD. If one portal shows nothing, try the other before assuming the event was never registered.

02How to download a birth or death certificate in Delhi: step by step

This is the normal route, when the event was registered and the details are correct.

  1. Open the correct portal. Use the MCD or NDMC site for the area of the event, as explained above.
  2. Choose the service. Select birth certificate or death certificate, then the search or download option.
  3. Search for the record. The best key is the registration number and the year. If you do not have it, search by the name of the child or the deceased and the date of the event.
  4. Check the details. Match the name, date, place and parents’ names on screen. Do this before paying anything.
  5. Pay the fee if asked. The first copy is often free or low cost, and extra copies carry a small fee. Pay only through the official gateway.
  6. Download the PDF. The certificate is a digitally signed PDF. Save it and keep a printed copy.
  7. Check the signature. Open it in a PDF reader and confirm the digital signature is valid, because many offices accept the digital copy as it is.

Who can apply? In practice the parents, a close family member, the person named, or someone with a clear legal reason. Keep ID proof ready in case the portal or the office asks for it.

04If the record is wrong: correcting a name or date

Spelling mistakes in a name, a wrong date of birth, or a wrong parent’s name are common. A wrong entry causes real trouble later, in school admissions, passports, bank accounts and inheritance.

  1. Collect proof. Use the hospital record, school record, parents’ ID, or any document that shows the right detail.
  2. Prepare an affidavit. State the wrong entry, the right entry, and the reason for the error. Our guide to the name change affidavit format shows how such an affidavit is usually drafted.
  3. Apply to the registering authority. File the correction request with the same body that issued the record, along with the affidavit and proof.
  4. Track the decision. Note the application number and follow up. A corrected certificate is issued once the entry is changed.

Small clerical errors are usually fixed this way. A change that goes to the substance of the record, such as a very different name or date, gets more scrutiny and may be refused.

05If it was never registered: late or delayed registration

The law expects a birth or death to be reported to the Registrar within a short statutory period, which is 21 days under the Registration of Births and Deaths Act, 1969. After that, a late fee and the Registrar’s permission are usually needed for the first stretch of delay.

For long delays, the rules are stricter. The Registration of Births and Deaths (Amendment) Act, 2026 came into force on 1 October 2026. As reported, it works like this:

  • More than one year but within two years: registration only on an order of the District Magistrate, the Sub-Divisional Magistrate, or an Executive Magistrate authorised by the District Magistrate.
  • More than two years: registration only on an order of a Judicial Magistrate of the first class with jurisdiction over the area.

In both cases the magistrate checks that the birth or death really happened, and a prescribed fee is paid. Expect to bring proof such as a hospital record, school record, a local inquiry report, and affidavits.

06When the authority says no

Most people finish the normal download in minutes. The hard cases are the ones where a correction is rejected, a late registration is refused, or the facts are disputed by a relative or an office. At that point it is no longer a form. It is a legal dispute.

  • Read the rejection reason. It usually says which proof is missing. Fixing that is often enough.
  • Use the appeal or review route the law gives you against the Registrar’s decision, if one applies.
  • Go to the competent court. For long delays you are already before a magistrate. A refused order may need a challenge in a higher court, which means hearings, dates and orders to follow.

For a lawyer or a family, the practical problem then shifts to tracking: which court, which date, what the last order said. Court records can be hard to search when you only have a party name, which our guide to court record search tools explains. If your matter is a property or title issue where a certificate is only one proof, see how to download an encumbrance certificate too.

09Frequently asked questions

How do I download a birth certificate in Delhi online?

Open the MCD or NDMC portal for the area where the birth happened, search by registration number or by the child’s name and date of birth, check the details, and download the digitally signed PDF. MCD birth certificates can also be reached through DigiLocker.

How do I download a death certificate in Delhi?

The steps are the same. Use the portal of the local body that registered the death, search by registration number or by the name of the deceased and the date, verify, and download the signed PDF.

What if the name or date on the certificate is wrong?

File a correction application with the registering authority, with an affidavit and proof such as hospital or school records. If it is rejected, check the reason, fix the missing proof, or use the appeal or court route.

What if the birth or death was never registered?

Delayed registration is allowed, but the rules tighten with time. Under the 2026 amendment, a delay of more than one year needs a magistrate order, and a delay of more than two years needs a Judicial Magistrate of the first class.

Is the e-District portal the same as the MCD portal?

No. MCD and NDMC are the local bodies that register births and deaths. e-District Delhi is the state services portal. Use the one that matches your record and service.

How can Claw help with a refused correction or late registration?

Claw does not issue certificates. If your matter goes to a court, you can create a free account to track the matter and any court order by party name.
